How many rate changes can a person make in Algeria?

Hi! I heard that a person in Algeria can change only 150 euro per year in a bank. So, if he wanna buy more he should refer to parallel market which charge 47% more than bank rate.
Can any Algerian answer me if it’s true or not? It is very important, please.

I know what section it is. “Algeria” section is absolutely ignored, no one is there. So I’m asking it here since there are many Algerians in France.

    I am not Algerian but went there recently. Tourists from abroad can change money as often as they need on the official rate whilst they are in the country. Restrictions on residents exist and as a result there is a black market.
